The OCI scheme was introduced following the recommendations of the High-Level Committee on the Indian Diaspora, chaired by L.M. Singhvi in 2002. The Citizenship (Amendment) Acts of 2003 and 2005 established the OCI framework, while a 2015 amendment merged the PIO and OCI schemes. Because the Indian diaspora in Trinidad and Tobago primarily consists of descendants of indentured laborers who arrived starting in 1845, previous generational limits on OCI excluded many of them.
