NOW, producers, bulk consumers (owning 100 or more vehicles), and scrapping facilities must register on a centralized Central Pollution Control Board (CPCB) portal for real-time tracking.

Scrapping Accountability: BEFORE, vehicle dismantling was largely informal with poor resource recovery. NOW, Extended Producer Responsibility (EPR) mandates producers to meet specific steel recycling targets (starting at 8% in 2025-26) by purchasing valid 5-year EPR certificates from authorized RVSFs.

Timeframe for Disposal: BEFORE, owners could indefinitely abandon unfit or deregistered vehicles. NOW, a vehicle declared as an End-of-Life Vehicle (ELV) must be deposited at a designated collection centre or RVSF within 180 days.
