The Asan Conservation Reserve is a type of protected area, specifically a wetland, located in the Dehradun district of Uttarakhand at the confluence of the Asan and Yamuna Rivers. It was formally designated as a Conservation Reserve in 2005 under Section 36A of the Wildlife (Protection) Act, 1972. The reserve, which spans 444.4 hectares (or 4.44 sq km), was created around the freshwater reservoir formed by the Asan Barrage, which was constructed in 1967. The purpose of the reserve is to protect this biodiverse wetland, which lies strategically along the Central Asian Flyway and serves as a critical habitat for numerous migratory and resident species.
The reserve's mechanism for protection is rooted in its designation as a Conservation Reserve, a category intended to protect habitats and wildlife corridors on government-owned land adjacent to National Parks and Wildlife Sanctuaries, often with community participation. A significant development occurred in 2020 when the Asan Conservation Reserve was declared a Ramsar Site—a Wetland of International Importance—making it the first Ramsar Site in Uttarakhand. This designation connects it to the international Ramsar Convention on Wetlands, an intergovernmental treaty adopted in 1971. The reserve is also listed as an Important Bird Area (IBA) and supports over 330 species of birds, including the critically endangered white-rumped vulture and Baer's pochard, and the endangered golden mahseer fish.
The concept of the Asan Conservation Reserve recently connected to a major judicial development: the Supreme Court clarified that its February 2024 direction, which banned mining activities within a 10 km radius of the Asan Wetland Conservation Reserve unless approved by the Standing Committee of the National Board for Wildlife (NBWL) and the Ministry of Environment, Forest and Climate Change (MoEFCC), would apply to all wetland conservation reserves across the country for the sake of parity. This ruling, delivered while hearing a plea from Himachal Pradesh, effectively extended a judicial safeguard that originated with the Asan Reserve to similarly notified wetland conservation reserves nationwide.
