[Pradhan Mantri Matsya Sampada Yojana]

The Pradhan Mantri Matsya Sampada Yojana (PMMSY) is a flagship scheme of the Government of India, launched to bring about the Blue Revolution through the sustainable and responsible development of the fisheries sector. Announced in the Union Budget 2019-20 and approved by the Cabinet on May 20, 2020, the scheme was formally launched on September 10, 2020, with an initial total investment of ₹20,050 crore for a period of five years from FY 2020-21 to FY 2024-25. The scheme was introduced as part of the Aatmanirbhar Bharat package to address critical gaps in fish production, productivity, quality, technology, and post-harvest infrastructure.

The core mechanism of PMMSY is its implementation as an umbrella scheme with two main components: the Central Sector Scheme (CS) and the Centrally Sponsored Scheme (CSS). The scheme aims to double the incomes of fishers and fish farmers, increase fish production from 13.75 million metric tonnes in FY19 to 22 million metric tonnes by FY25, and reduce post-harvest losses from 20-25% to about 10%. Key provisions include a "cluster or area-based approach" for development, modernization of the value chain, and generation of an additional 55 lakh direct and indirect employment opportunities.

PMMSY is connected to the broader goal of the Blue Revolution and is implemented under the aegis of the Department of Fisheries, Ministry of Fisheries, Animal Husbandry, and Dairying. It is designed to have linkages with other schemes like the Sagarmala Project and the Kisan Credit Card (KCC) facility, which has been extended to fishers and fish farmers. A significant recent change is the launch of the Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY), a Central Sector sub-scheme under PMMSY, approved on February 8, 2024. PM-MKSSY has an investment of ₹6,000 crore for four years (FY 2023-24 to FY 2026-27) and focuses on formalization of the unorganized fisheries sector, incentivizing aquaculture insurance, and improving value chain efficiencies. The original PMMSY scheme has also been extended up to FY 2025-26.
