APJ Abdul Kalam Island is a strategically vital geographical location and a key institution for India's defense and space research programs. It is a small island, approximately 2 kilometers long and 390 acres in area, situated in the Bay of Bengal, about 10 kilometers off the coast of Odisha.
The island's origin as a defense facility dates back to the early 1980s, when the Government of India sought a dedicated military missile test range. It was originally known as Wheeler Island, named after English commandant Lieutenant Hugh Wheeler. The problem it solved was providing a safe, isolated location for testing missiles over the sea, minimizing risk to populated areas, which was a concern at the desert range in Rajasthan. The first missile test from the island was the successful launch of the Prithvi missile on November 30, 1993.
The island was officially renamed on September 4, 2015, in honor of former President and eminent scientist Dr. A.P.J. Abdul Kalam, who was closely associated with India's missile development program and referred to the island as his "Theatre of Action".
The island's core mechanism is the Integrated Test Range (ITR), a key facility of the Defence Research and Development Organisation (DRDO). The ITR is a missile testing facility composed of two complexes: Launch Complex-IV (LC-IV) on Abdul Kalam Island and Launch Complex-III (LC-III) at Chandipur. The island serves as the test facility for most of India's indigenous missile systems, including the Agni, Prithvi, BrahMos, Akash, and Nirbhay missiles. Access to the island is restricted to DRDO personnel and Defence Ministry officials due to its strategic importance.
The island is constantly connected to India's strategic defense capabilities, with recent developments including the successful flight-trial of an advanced Agni missile with Multiple Independently Targeted Re-Entry Vehicle (MIRV) system on May 8 and the testing of the Army version of the Medium Range Surface to Air Missile (MRSAM) in April 2025. The island's function as the primary missile testing hub has remained the same, but its name was changed from Wheeler Island to APJ Abdul Kalam Island in 2015.
