COMCASA

The COMCASA is a bilateral agreement between the governments of India and the United States (US). Its full form is the Communications Compatibility and Security Agreement. It is a foundational defense agreement that the US signs with close partners to facilitate interoperability and the sale of high-end technology.

The agreement was signed in September 2018 during the inaugural "2+2" ministerial dialogue between the foreign and defense ministers of both countries. The problem it solved was the inability of US-origin military platforms, such as the C-17, C-130J, and P-8I aircraft, operated by the Indian armed forces, to use their full potential because they were running on less secure, commercially available communication systems. The US had been urging India to sign a version of this agreement for over a decade.

COMCASA provides a legal framework for the US to transfer specialized, encrypted communication equipment and systems to India. This mechanism allows for secure, real-time communication between the two militaries during joint operations and exercises, thereby improving interoperability. The agreement enables India to obtain and use highly coded communication equipment, which facilitates the exchange of sensitive military information, including codes and cyphers. It is valid for a period of 10 years and came into force immediately upon signing.

COMCASA is an India-specific version of the general US agreement known as the Communication and Information on Security Memorandum of Agreement (CISMOA). It is one of the three (or four) "foundational agreements" that strengthen the India-US strategic partnership. The other two key agreements are the Logistics Exchange Memorandum of Agreement (LEMOA), signed in 2016, which allows for logistics support like refueling, and the Basic Exchange and Cooperation Agreement (BECA), signed in 2020, which facilitates the sharing of geospatial intelligence. The signing of COMCASA was a significant step in elevating the defense relationship between the two countries.
