Department of Expenditure

The Department of Expenditure (DoE) is a nodal institution under the Union Ministry of Finance, Government of India, responsible for overseeing the public financial management system in the Central Government and matters related to state finances. It originated as one of the first departments of the Finance Ministry following India's independence in 1947, though it was briefly merged with the Department of Revenue in 1949 before returning as a separate department in the fiscal year 1956-57. The DoE was created to solve the problem of ensuring fiscal discipline, optimizing public expenditure, and securing the efficient allocation and utilization of public funds across the government.

The Department works by administering the General Financial Rules (GFRs) and other financial rules/regulations/orders, which all central and state government entities must adhere to. It also assists Ministries in controlling costs and prices of public services to optimize outputs and outcomes. The DoE connects directly to the Finance Commission and the Central Pay Commission, as it is responsible for implementing their recommendations. It also oversees the Office of the Controller General of Accounts (CGA) and the Central Pension Accounting Office (CPAO).

Recently, the Department has been involved in updating key financial frameworks, such as the bi-annual compilation/updation of the General Financial Rules, 2017, which was last updated up to January 31, 2026. It has also issued amendments to Rule 310 of GFRs regarding the transfer of land and buildings and revised Annexure-I below Rule 8 of DFPRs, 2024. These changes reflect a continuous effort to refine financial governance and procurement policies, while its core function of expenditure management remains constant.
