Aadhaar, governed by the Unique Identification Authority of India (UIDAI), provides a unique 12-digit biometric and demographic identity to residents, enabling paperless and presence-less authentication. UPI, an instant real-time payment system operated by the National Payments Corporation of India (NPCI), facilitates cashless transactions and has achieved a massive scale, processing over 10 billion transactions monthly. The Data Sharing Layer includes platforms like DigiLocker for document storage and the Account Aggregator framework, which gives citizens control over their data sharing.

This infrastructure connects directly to the Digital India initiative, launched in 2015, which aims to provide digital services and improve digital literacy. It also connects to the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016, which provides the legal framework for the use of Aadhaar. Recent changes include the expansion of the framework to new sectors, such as the Open Network for Digital Commerce (ONDC), a Section 8 company that uses the DPI to foster a competitive digital marketplace, and the development of the Ayushman Bharat Digital Mission (ABDM) for healthcare. The core components like Aadhaar and UPI have remained the foundational pillars, but their application has been continuously broadened through new platforms and open APIs.
