Direct Benefit Transfer (DBT)

Direct Benefit Transfer (DBT) is a scheme or initiative of the Government of India to reform the welfare delivery system by transferring subsidies and benefits directly into the bank accounts of eligible recipients. The initiative was introduced on 1 January 2013, with the primary goal of reducing leakages, duplication, and delays that plagued the previous system of fund distribution through intermediaries. The problem solved was the historical inefficiency where only a fraction of welfare funds reached the intended beneficiary, with the aim to bring transparency and terminate pilferage from Central Government-sponsored funds. The DBT Mission was initially created under the Planning Commission but was later placed under the Cabinet Secretariat with effect from 14 September 2015, signaling its cross-ministerial importance.

The core mechanism works by routing payments through the Public Financial Management System (PFMS), which is implemented by the Office of Controller General of Accounts (Ministry of Finance). The transfer of funds to the beneficiary's account is processed using the Aadhaar Payment Bridge (APB) of the National Payments Corporation of India (NPCI), which leverages the unique identity provided by Aadhaar for verification. The success of DBT is intrinsically linked to the JAM Trinity, which comprises Jan Dhan bank accounts, Aadhaar for identification, and Mobile connectivity for communication. A recent evolution in the system is the launch of a Central Bank Digital Currency (CBDC)-based DBT initiative in Union Territories like Chandigarh and Dadra & Nagar Haveli for schemes such as the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY). This new model transfers the food subsidy directly into the beneficiary's CBDC wallet instead of a conventional bank account, allowing for a secure and traceable digital payment mechanism.
