The High-Level Committee on Implementation of Viksit Bharat Goals is an institution/committee constituted to provide strategic guidance and fast-track the national vision of Viksit Bharat @2047. It was formed on August 19 following Prime Minister Narendra Modi's Independence Day announcement of a 'Reform Task Force'. The committee was established to solve the complex problem of coordinating and monitoring the institutional reforms and large-scale projects required to transform India into a developed nation by the centenary of its independence in 2047.
The committee is headed by Rajiv Gauba, a member of the NITI Aayog and former Cabinet Secretary. Its mechanism involves directing all ministries to outline institutional reforms, five-year action plans, and big-ticket projects with specific delivery timelines. Ministries must list major goals for Viksit Bharat @2047 with targets for both 2030 and 2047. The HLC monitors flagship schemes, strategizes on mega infrastructure and energy projects, and ensures coordination across ministries, departments, and state governments.
This committee is intrinsically connected to the overarching national vision of Viksit Bharat (Developed India), which focuses on economic prosperity, social advancement, environmental sustainability, and effective governance during the Amrit Kaal (the 25-year period from 2022 to 2047). It works in parallel with a second HLC focused on Non-Financial Regulatory Reforms. Since its constitution on August 19, the committee has been actively engaged in its mandate, with the Prime Minister reviewing its action agenda as recently as July 2026.
