India-EU Trade and Technology Council

The India-EU Trade and Technology Council (TTC) is a high-level strategic coordination mechanism and an executive political arrangement between the Government of India and the European Commission, not a treaty instrument. Its creation was announced on April 25, 2022, in New Delhi by Prime Minister Narendra Modi and European Commission President Ursula von der Leyen, and it was formally launched in February 2023. The TTC was established to address strategic challenges at the nexus of trade, trusted technology, and security, and to deepen cooperation in these fields. It is the first such mechanism for India and the second for the EU, after the one with the United States, signaling the strategic importance of the partnership.

The TTC functions as a ministerial-level forum, with the first meeting held in Brussels on May 16, 2023. Its work is delegated to three Working Groups: 1) Strategic Technologies, Digital Governance and Digital Connectivity; 2) Green and Clean Energy Technologies; and 3) Trade, Investment and Resilient Value Chains. These groups translate political priorities into joint initiatives, such as cooperation on semiconductors, Artificial Intelligence (AI) governance, and clean hydrogen.

The TTC is situated within the broader EU-India Strategic Partnership (formalized in 2004) and runs in parallel to, but is distinct from, the ongoing negotiations for the India-EU Free Trade Agreement (FTA). A recent development, following the third ministerial meeting on July 15, 2026, includes the agreement to start formal negotiations for India's association with the EU's Horizon Europe research and innovation funding program. The partners also agreed to establish the first EU-India Innovation Hub focused on electric vehicle charging technologies.
