The Indian Cyber Crime Coordination Centre (I4C) is a centralised institutional mechanism established by the Ministry of Home Affairs (MHA) to combat cybercrime in a coordinated and comprehensive manner across the country. The scheme for its establishment was approved by the MHA in October 2018, and it was formally inaugurated by the Home Minister in January 2020. The I4C was created to address the structural challenge that digital crimes do not respect conventional territorial boundaries, providing a nodal point for intelligence and coordination, as 'Police' and 'Public Order' are State subjects under the Seventh Schedule of the Constitution.
The I4C works through a framework of seven components, including the National Cybercrime Reporting Portal (cybercrime.gov.in) and the National Cybercrime Threat Analytics Unit. For citizens, a key mechanism is the Citizen Financial Cyber Fraud Reporting and Management System (CFCFRMS), launched in 2021, which uses the toll-free helpline 1930 to enable rapid reporting of financial fraud so that the flow of stolen funds can be interdicted in near real-time. The I4C also operates the 'Pratibimb' and 'Samanvay' platforms for mapping crime hotspots and sharing investigative data across jurisdictions.
The I4C connects to various stakeholders, including the Reserve Bank of India (RBI), banks, payment wallets, and social media intermediaries. A significant recent change is that the I4C was set up as an Attached Office of the MHA with effect from July 1, 2024, sharpening its legal standing. Furthermore, the Centre designated I4C as an agency to notify unlawful cyber activities, empowering it to issue direct takedown orders under Section 79(b)(3) of the Information Technology Act, 2000. This designation means an intermediary loses protection under Section 79 if it fails to expeditiously remove or disable access to material after being notified by I4C.
