The Leh Apex Body (LAB) is a non-governmental, socio-political alliance of various religious, social, and political organizations primarily from the Leh district of the Union Territory of Ladakh. It was formed around 2020 following the reorganization of the erstwhile state of Jammu and Kashmir in August 2019, which separated Ladakh and made it a Union Territory without a legislature. The creation of the UT, while initially celebrated in Leh, soon led to a perceived loss of administrative autonomy and a fear of demographic change and industrial overreach, which the existing Ladakh Autonomous Hill Development Council (LAHDC) could not address due to its limited powers.
The LAB, often working jointly with the Kargil Democratic Alliance (KDA), spearheads an ongoing agitation for constitutional safeguards for Ladakh. The core mechanism involves a four-point charter of demands: Statehood for Ladakh, inclusion of Ladakh under the Sixth Schedule of the Constitution to protect its tribal majority, a separate Ladakh Public Service Commission for local job reservation, and two parliamentary seats (one each for Leh and Kargil). The Sixth Schedule provides for the administration of tribal areas through autonomous district and regional councils, granting legislative powers over land, culture, and language.
The LAB has been in dialogue with the Ministry of Home Affairs (MHA) through a High-Powered Committee since 2021. Recently, the focus of the talks has shifted, with the MHA proposing a unique governance model that includes a Union Territory-level legislative body and constitutional safeguards under Article 371 instead of the Sixth Schedule or full Statehood. Article 371 and its sub-clauses (like 371A, 371F, 371G) provide for special provisions for certain states, which the LAB and KDA have indicated they might accept if the Sixth Schedule is not granted, provided it ensures safeguards for land, employment, and environment. This represents a potential change in the mechanism, moving from a demand for the Sixth Schedule to a possible acceptance of Article 371 safeguards and a UT with a legislature.
