Ministry of Environment, Forest and Climate Change (MoEFCC)

The Ministry of Environment, Forest and Climate Change (MoEFCC) is a central government ministry of the Republic of India, functioning as an institution responsible for planning, promoting, coordinating, and overseeing the implementation of environmental and forestry programmes. Its origin traces back to the creation of a federal Department of Environment in 1980, which was upgraded to the Ministry of Environment and Forests in 1985. This institutionalization was partly a response to the constitutional mandate set by Article 48A, added in 1977, which directs the State to protect and improve the environment and safeguard forests and wildlife. The ministry’s name was officially changed in May 2014 to include "Climate Change," reflecting the increasing national priority given to global warming and its associated issues.

The MoEFCC works by administering key legislation, including the overarching Environment (Protection) Act, 1986, the Forest (Conservation) Act, 1980, and the Wildlife (Protection) Act, 1972. Its core mechanism involves granting Environmental Clearances (EC) for developmental projects and formulating national strategies like the National Action Plan on Climate Change (NAPCC). The ministry is the nodal agency for the United Nations Environment Programme (UNEP) in India and is the cadre controlling authority for the Indian Forest Service (IFS). It connects to autonomous bodies like the Central Pollution Control Board (CPCB) and the National Biodiversity Authority (NBA), and its decisions are often subject to review by the National Green Tribunal (NGT).

Recently, the MoEFCC has been active in regulatory changes, such as notifying the Greenhouse Gases Emission Intensity Target (Amendment) Rules, 2025, which expanded the compliance framework of the Indian Carbon Market (ICM) to cover more industrial sectors. However, the Supreme Court also recently intervened in May 2025 to strike down the practice of granting ex post facto Environmental Clearances, reinforcing the principle that environmental safeguards must precede project commencement. The ministry also notified the Van (Sanrakshan Evam Samvardhan) Amendment Rules, 2025, which critics argue weakens regulations for compensatory afforestation and forest land diversion.
