The National Highways and Infrastructure Development Corporation Limited (NHIDCL) is a Central Public Sector Undertaking (CPSU) and a wholly-owned Government entity, incorporated on July 18, 2014, under the Companies Act, 2013. It functions under the Ministry of Road Transport and Highways (MoRTH). NHIDCL was established to fast-pace the construction of National Highways and other infrastructure in the North Eastern Region (NER) and other Strategic Areas that share international boundaries. Its creation addressed the need for a specialized agency to manage the complex challenges of road construction in difficult terrains, thereby sharing the workload of the National Highways Authority of India (NHAI).
The corporation's core mechanism involves developing, maintaining, and managing National Highways, tunnels, and logistics hubs in regions like the NER, the Himalayan states (including Jammu & Kashmir, Ladakh, and Uttarakhand), and the Andaman & Nicobar Islands. NHIDCL acts as the nodal agency for implementing the government's "Act East Policy" in the NER and is a key executing arm of the ambitious Bharatmala Pariyojana (BMP). It also implements the Special Accelerated Road Development Programme for North Eastern Region (SARDP-NE). Recently, NHIDCL has focused on technological advancements, such as implementing e-BG (electronic Bank Guarantee) from April 1, 2023, to enhance transparency and counter fraud. While its core mandate remains focused on strategic and border area connectivity, the company is also evolving to potentially extend its scope to urban transport and urban infrastructure projects.
