The PM Gati Shakti National Master Plan (PMGS NMP) is a transformative "Whole of Government" approach and a national master plan for multi-modal connectivity, established as an executive framework or scheme. It was announced by Prime Minister Narendra Modi on August 15, 2021, and officially launched on October 13, 2021, with its institutional architecture approved by the Cabinet Committee on Economic Affairs (CCEA) on October 21, 2021. The plan was created to solve the problem of historical "silos" and a lack of coordination among various central ministries, which resulted in project delays, cost overruns, and inefficient infrastructure development.
The core mechanism is a single, integrated digital platform, the National Master Plan portal, developed by the Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N). This Geographic Information System (GIS)-based platform layers the assets and plans of over 16 central ministries and integrates with 36 States/Union Territories, using geospatial data and satellite imagery for data-driven decision-making. Project appraisal is managed by a three-tier structure, including the Network Planning Group (NPG), which evaluates every major project for integration and synchronisation before it proceeds. The plan aims to provide seamless and efficient connectivity to reduce India's logistics costs and enhance last-mile connectivity.
PM Gati Shakti connects to and integrates major existing infrastructure schemes, including Bharatmala, Sagarmala, UDAN, and the National Infrastructure Pipeline (NIP). It also complements the National Logistics Policy, which provides the soft-infrastructure component through the Unified Logistics Interface Platform (ULIP). The plan itself is a replacement for the previous piecemeal approach to infrastructure planning. A recent development is the provision for the private sector to access critical geographic and infrastructure data from the portal for more efficient project planning.
