The Research Designs and Standards Organisation (RDSO) is the sole research, design, and standards development organization of the Indian Railways, functioning as a technical adviser to the Ministry of Railways. It is an institution under the Government of India, headquartered in Lucknow. The organization was created in 1957 by integrating the Central Standards Office (CSO), established in 1930 for preparing designs and specifications, and the Railway Testing and Research Centre (RTRC), set up in 1952 to investigate railway problems. This integration solved the problem of fragmented design and research efforts, which were previously often entrusted to foreign consultants before independence.
RDSO's core mechanism involves applied research, technology adaptation, and the development of new designs and standards for materials and products used by the Indian Railways. It maintains overall system standards, conducts technical investigations, and provides statutory clearance and testing for equipment. The organization also undertakes vendor approval and inspection of critical and safety items like rolling stock and signaling equipment. RDSO functions as a technical consultant to the Railway Board, Zonal Railways, and Production Units.
A significant recent change occurred on May 24, 2021, when the Bureau of Indian Standards (BIS) granted RDSO recognition as a Standard Developing Organization (SDO) under the "One Nation One Standard" mission. This made RDSO the first institution in the country to be declared an SDO under the BIS SDO Recognition Scheme. The recognition, valid for three years, mandates that RDSO's standard formulation procedures now focus on consensus-based decision-making with extensive engagement from stakeholders like industry and academia. The status of RDSO was previously changed from an 'Attached Office' to a 'Zonal Railway' on January 1, 2003, to enhance its flexibility for research and development activities.
