The Sagarmala Finance Corporation Limited (SMFCL) is a specialized financial institution, specifically a Non-Banking Financial Company (NBFC), and a Mini Ratna Category-I Central Public Sector Enterprise (CPSE) under the Ministry of Ports, Shipping and Waterways (MoPSW). It is India's first NBFC dedicated exclusively to the maritime sector.
The institution traces its origin to the Sagarmala Development Company Limited (SDCL), which was incorporated on August 31, 2016, under the Companies Act, 2013. The original purpose was to assist in the implementation of the Sagarmala Programme. The transformation was driven by the need to solve a critical problem: the funding gap in the capital-intensive maritime infrastructure sector, which conventional banks often could not address. The Reserve Bank of India (RBI) recommended its conversion into a specialized NBFC.
The major change occurred when the organization was reconstituted and its name changed to SMFCL, a transition formally completed on June 19, 2025, when the RBI granted its Certificate of Registration. This established it as a non-deposit taking NBFC.
SMFCL works by providing targeted financial products, including short, medium, and long-term loans, to a diverse range of stakeholders. Its beneficiaries include port authorities, shipping companies, MSMEs, and maritime startups. The corporation is a key component of the institutional mechanism for the Sagarmala Programme and aligns with the national goal of the Maritime Amrit Kaal Vision 2047. Furthermore, SMFCL serves as the central nodal agency (CNA) for projects under Sagarmala 2.0 and is entrusted with managing government initiatives like the Maritime Development Fund (MDF) and the Shipbuilding Financial Assistance Scheme (SbFAS).
