The Sikkim State Disaster Management Authority (SSDMA) is a nodal institutional body of the State Government responsible for disaster prevention, mitigation, preparedness, and management in Sikkim. It was established in 2005 following the enactment of the central Disaster Management Act, 2005, which provided the impetus for institutionalizing disaster management at the state and district levels. The creation of the SSDMA marked a significant shift from a relief-centric approach to one focused on disaster preparedness, mitigation, and prevention.
The SSDMA is constituted under sub-section (1) of Section 14 of the Disaster Management Act, 2005. Its mechanism involves laying down disaster management policies for the state and approving the State Disaster Management Plan in accordance with guidelines from the National Authority. Key functions include the declaration of a disaster situation or emergency, mobilization of resources, capacity building, and operating Emergency Operation Centres. The SSDMA also issues guidelines for mitigation and preparedness and recommends the provision of funds for these measures.
The SSDMA is closely connected to the National Disaster Management Authority (NDMA), which provides the national guidelines, and the District Disaster Management Authorities (DDMAs), which implement plans at the district level. It has institutionalized a community-centered approach by deploying over 1,185 trained Aapda Mitras across three tiers, including Disaster Management Assistants posted in all Gram Panchayats. The SSDMA has recently been involved in joint projects, such as preparing the "Lightning Risk Atlas of Sikkim (2019–2025)" in association with the National Remote Sensing Centre (NRSC) under ISRO, to enhance evidence-based decision-making and risk-informed planning.
