Skill Development

Skill Development is a concept and a scheme in the Indian context, referring to the process of acquiring and improving specific skills and knowledge necessary to perform a job effectively, thereby enhancing employability and productivity. The history of skill development in India can be traced back to traditional artisan practices, but the modern, structured approach began with the launch of the National Skill Development Mission on July 15, 2015, by the Prime Minister. This mission was created to solve the problem of a severe shortage of well-trained, skilled workers, as only an estimated 2.3% of the Indian workforce had undergone formal skill training at the time.

The mechanism for this concept is primarily implemented through the Ministry of Skill Development and Entrepreneurship (MSDE) and its flagship scheme, the Pradhan Mantri Kaushal Vikas Yojana (PMKVY). PMKVY, first launched as a pilot in 2015-16, provides industry-relevant skill training and certification to unemployed youth or school/college dropouts aged 15-45 years. Training programs are aligned with the National Skill Qualification Framework (NSQF) and are implemented through the National Skill Development Corporation (NSDC) and Sector Skill Councils (SSCs).

The concept connects to the broader Skill India Mission and the National Policy on Skill Development and Entrepreneurship, 2015, which supersedes the policy of 2009. Recently, the program has undergone significant change with the continuation and restructuring of the Skill India Programme (SIP) until 2026, which integrates three key schemes: PMKVY 4.0, the Pradhan Mantri National Apprenticeship Promotion Scheme (PM-NAPS), and the Jan Shikshan Sansthan (JSS) scheme. PMKVY 4.0 has introduced over 400 new courses in emerging technologies like AI, 5G, and Cybersecurity, and emphasizes the integration of On-the-Job Training (OJT). The core objective of skilling at scale with speed and standards, as outlined in the 2015 policy, remains the same.
