The Solvent Extractors' Association of India (SEA) is an all-India, premier association and the apex body for the vegetable oil industry and trade, specifically representing the solvent extraction sector. It is a non-government organization (NGO) recognized by the Ministry of Agriculture and a Trade Promotion Organization (TPO) by the Ministry of Commerce, Government of India. The association was formally established in 1963 to address common problems faced by the approximately 40 solvent extraction units operating at the time, following the industry's foundation in 1945 in Bhavnagar. Its core purpose is to foster the development and growth of the industry to increase vegetable oil availability and help India achieve self-reliance in meeting the growing demand.
The SEA works by promoting and protecting the trade, commerce, manufacturing, and export activities of its members, which include over 800 entities like oil millers, refiners, and vanaspati manufacturers. A key mechanism is representing the industry's interests before governmental authorities and registering daily commercial rates for oilseeds, oils, and other products from Mumbai and international markets.
The association connects directly to government policy, such as its involvement with the Technology Mission on Oilseeds. Recently, the SEA has been a central voice regarding the Vegetable Oil Products Production and Availability (Regulation) Amendment Order, 2025, which replaced key provisions of the 2011 regulation. This new order, which aligns with the Collection of Statistics Act, 2008, mandates registration and monthly reporting for all vegetable oil producers. While supporting the goal of transparency, the SEA has raised concerns that the new requirements may pose significant challenges for smaller producers lacking digital infrastructure. The association itself is an ISO 9001:2015 certified organization.
