Special Representatives (SR) mechanism

The Special Representatives (SR) mechanism is a bilateral diplomatic framework established between India and China to resolve the long-standing boundary dispute. It is the apex political channel dedicated to settling the India-China boundary question. The mechanism was created in 2003 following Prime Minister Atal Bihari Vajpayee's visit to Beijing. Its purpose was to explore the framework of a boundary settlement from a political perspective, replacing the earlier, less successful technical discussions like the Joint Working Group (JWG).

The SR mechanism connects to and complements the existing legal architecture, such as the 1993 Agreement on the Maintenance of Peace and Tranquility along the Line of Actual Control. It is distinct from the Working Mechanism for Consultation and Coordination on Border Affairs (WMCC), which operates as a lower-level diplomatic-military track for managing the Line of Actual Control (LAC). The mechanism lost momentum after the 2020 Galwan clash but has since been revived, with the focus shifting towards crisis management and stabilization. The 24th round in August 2025 saw the agreement to create an 'Expert Group' to explore 'Early Harvest' boundary delimitation, signaling a pragmatic path forward.
