Special Representatives (SRs)

The Special Representatives (SRs) mechanism is a high-level diplomatic institution established between India and China to address the long-standing boundary question. It is a political channel, not a legal act or scheme, created to explore a framework for a boundary settlement from the perspective of the overall bilateral relationship.

The mechanism originated from the political momentum generated by Prime Minister Atal Bihari Vajpayee’s visit to Beijing in June 2003, where both nations signed the Declaration on Principles for Relations and Comprehensive Cooperation. It was created to elevate the boundary talks above the previous technical discussions, such as those held by the 1988 Joint Working Group (JWG), by empowering negotiators with direct access to their political leadership. The mechanism works through the appointment of a single Special Representative (SR) by each side; India's SR is the National Security Adviser (NSA), while China's SR is typically a State Councillor or Foreign Minister. The process was conceived in three stages: agreeing on guiding principles, establishing a settlement framework, and finally, delineation and demarcation. The first stage was completed with the April 2005 Agreement on Political Parameters and Guiding Principles for the Settlement of the India-China Boundary Question. This mechanism complements the legal framework of the 1993 Agreement on the Maintenance of Peace and Tranquility along the Line of Actual Control. It is distinct from the Working Mechanism for Consultation and Coordination (WMCC), which was set up in 2012 to provide official-level support to the SRs.

While the 2005 agreement called for a final "package settlement," recent talks, such as the 25th round in August 2026, have seen a shift towards an "Early and Substantial Harvest" and a more incremental approach, focusing on less contested sectors first. The SRs' role has also broadened to include crisis stabilization and border management, especially following the 2020 military confrontation.
