Special and Privileged Strategic Partnership

The Special and Privileged Strategic Partnership is a diplomatic concept and framework that defines the exceptionally close bilateral relationship between India and Russia. A key provision is the annual summit between the Indian Prime Minister and the Russian President, which has been a continuous feature since 2000.

The partnership connects to significant areas of cooperation, including defense, where Russia remains a major arms supplier to India, with military-technical cooperation officially extended until at least 2031. It also connects to nuclear energy, exemplified by the Russian collaboration on the Kudankulam Nuclear Power Plant. A recent change was the addition of the 2+2 Dialogue format in 2021, which involves simultaneous meetings between the Foreign and Defence Ministers of both countries to strengthen coordinated policymaking. The core of the partnership, including the institutional mechanisms and the annual summit, has stayed the same, but the economic dimension has seen a recent shift with a focus on achieving a $100 billion bilateral trade target by 2030 and strengthening payment mechanisms outside the SWIFT system.
