The Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025 (VB–G RAM G Act, 2025) is an Indian social welfare legislation that guarantees the 'right to work' for rural households. It was passed by the Parliament of India on December 18-19, 2025, and received the President's assent on December 21, 2025. The Act was introduced to create a revised statutory framework for rural employment, aligning it with the long-term development vision of Viksit Bharat @2047.
The Act works by providing a statutory guarantee of 125 days of wage employment per financial year to each rural household whose adult members volunteer to undertake unskilled manual work. This is an increase from the 100 days guaranteed under the previous law. If work is not provided within 15 days of application, the household becomes eligible for an unemployment allowance. The scheme is implemented as a Centrally Sponsored Scheme with a 60:40 Centre–State cost–sharing ratio for most states. Planning for works begins at the Gram Panchayat level through the Viksit Gram Panchayat Plan and is aggregated into the Viksit Bharat National Rural Infrastructure Stack (VB-NRIS). A new provision is the mandatory 60-day no-work period during peak sowing and harvesting seasons to ensure the availability of agricultural labor.
The VB–G RAM G Act, 2025 directly repeals and replaces the Mahatma Gandhi National Rural Employment Guarantee Act, 2005 (MGNREGA). While the guarantee increased to 125 days, the funding model changed from demand-driven to a system of state-wise "normative allocation," and the cost-sharing pattern was revised. The Act also connects to the national infrastructure planning framework by integrating the works with the PM Gati Shakti initiative.
