Context
The has introduced the to regulate the environmental impact of the growing data centre industry, primarily driven by the expansion of Artificial Intelligence. The policy aims to achieve 1 GW capacity by 2031 while incentivizing the use of renewable energy and treated water to address concerns over high energy and water consumption associated with these facilities.
UPSC Perspectives
Environmental
The exponential growth of Artificial Intelligence (AI) has significantly altered the environmental footprint of digital infrastructure. Traditional data centres require 5-10 kW per rack, whereas hyperscale AI data centres demand 30-100 kW per rack. This increased power consumption generates massive heat, necessitating robust cooling systems that often rely heavily on water. In water-stressed urban areas like Bengaluru, this creates a direct conflict between industrial demand and domestic water security. The attempts to mitigate this by mandating the reporting of two crucial metrics: Water Usage Effectiveness (WUE) (water consumed per kWh of energy) and Power Usage Effectiveness (PUE) (total energy consumed relative to IT equipment energy). By offering financial incentives for adopting air-cooled or dry-cooling architecture and utilizing treated water, the policy aims to decouple digital growth from resource depletion, aligning with the principles of sustainable development.
Economic
Data centres are critical digital infrastructure, essential for supporting India's transition to a knowledge-based economy and realizing its AI ambitions. Karnataka's policy employs an incentive-based regulatory approach rather than punitive measures to encourage sustainable practices. The policy offers substantial financial rewards, such as ₹0.50/unit for using over 50% renewable energy and up to ₹20 crore for maintaining an optimal PUE of 1.00 to 1.20 over three years. Furthermore, it reimburses 100% of treated water charges (up to ₹8 lakh/annum). This structure aims to make sustainability economically viable for investors by offsetting the initial capital expenditure associated with green technologies. For UPSC, this highlights the role of state-level industrial policies in attracting foreign direct investment (FDI) in emerging tech sectors while simultaneously pushing for a green transition in industrial operations.
Governance
The policy highlights a proactive approach to urban governance and resource management. Instead of ad-hoc approvals, the government plans to conduct resource heat-mapping—identifying locations across the state where power and land are readily available without exacerbating existing resource constraints. This strategic planning serves as a guide for investors, ensuring that data centre clusters do not disproportionately burden specific localities like Electronics City or Whitefield in Bengaluru. The involvement of bodies like the in tracking water consumption demonstrates inter-departmental coordination necessary for managing complex industrial ecosystems. However, the reliance on incentives rather than strict mandates raises questions about the long-term enforceability of these environmental standards, a common debate in environmental governance frameworks.
