UPSC Perspectives
Polity
The Sri Lankan political crisis serves as a critical case study for UPSC aspirants understanding the dynamics of regime change and the demand for systemic political transformation. The 2022 protests, known as the Janata Aragalaya, were not merely anti-incumbency but a fundamental rejection of a political class perceived as corrupt and responsible for economic ruin. The subsequent election of the leftist -led coalition, representing a break from the traditional two-party hegemony, underscores the electorate's desire for a new social contract. Aspirants must analyze the challenges faced by such transitional governments in balancing immediate crisis management (like the program) with long-term structural reforms, such as drafting a new constitution and fulfilling promises to minorities like the Tamil population through mechanisms like the Provincial Councils. The article highlights the tension between achieving "good governance" and executing the broader "system change" demanded by the populace.
Economic
The economic trajectory of Sri Lanka under the NPP government illustrates the complexities of post-crisis economic management. The country's bankruptcy, a primary driver of the 2022 uprising, necessitated engagement with the . Despite their initial reluctance, the leftist NPP administration committed to the IMF's stipulations, emphasizing fiscal discipline and macroeconomic stability. This required implementing austerity measures, which, as the article notes, have disproportionately impacted poor families. For UPSC, this presents a classic dilemma: balancing the stringent conditions of international financial institutions necessary for debt restructuring against the socio-economic welfare of vulnerable populations. Understanding the nuances of sovereign debt crises, the role of the , and the socio-political fallout of austerity measures is crucial for GS Paper 3.
Governance
The Dissanayake administration's approach to governance highlights the tension between establishing the rule of law and the potential for executive overreach. The government's focus on anti-corruption, marked by high-profile arrests, aims to change the political culture and fulfill the mandate for clean governance. However, the article points to concerning developments, such as the proposed constitutional amendment extending judges' retirement ages and the drafting of a new anti-terror law to replace the draconian , which critics argue still falls short of international human rights standards. These issues raise critical questions for UPSC aspirants regarding the separation of powers, judicial independence, and the balance between national security and human rights in transitional democracies.
